Wynn Resorts’ latest integrated property is steadily taking shape on Al Marjan Island, set to host the UAE’s first casino.
According to CEO Abdulla Al Abdouli, Wynn Al Marjan is scheduled to welcome guests within the next 18 months, as he revealed in an interview published on Monday.
We are committed to delivering the resort by [March] 2027, and it is on plan. It is one of the biggest projects in the UAE and one of the most anticipated in the region.
By August, construction of the $5.1 billion, 70-story integrated resort had advanced to the 61st floor. Once completed, the project will feature a hotel tower with more than 1,500 rooms, the exclusive all-suite Enclave, a 7,500-square-metre events center, a luxury five-star spa, over 20 dining options, and a “glamorous shopping parterre.” The resort’s 20,900-square-metre casino will include a unique “sky gaming” space on the 22nd floor.
The development along the Persian Gulf will also offer multiple pools with private bungalows and cabanas, a marina, and 420 meters of private beach. According to its website, Al Marjan was envisioned as the flagship of a premium destination, showcasing top-tier hospitality and entertainment. Conveniently, it is less than an hour from Dubai International Airport and only 15 minutes from Ras Al Khaimah International Airport.
In October, Wynn Resorts secured the UAE’s first-ever 15-year gaming licence, coinciding with the launch of the country’s General Commercial Gaming Regulatory Authority, led by seasoned figures from the US casino industry. Former MGM Resorts CEO Jim Murren was appointed chairman, while Kevin Mullally, previously chief legal officer at Gaming Laboratories International, took on the role of CEO.
The UAE’s move to legalize gaming is part of a broader strategy to counter growing competition from regional rivals, particularly Saudi Arabia, which drew a record 30 million international tourists in 2024 and continues to attract more with streamlined visa processes and a more relaxed social climate. In contrast, the UAE is working to reinforce its position as the Gulf’s hub for trade, tourism, and finance.
Complementing the integrated resort, RAKS Central – a 3.1 million-square-metre mixed-use residential development – is also scheduled to open in 2027.
In a March conversation with CNBC’s Jim Cramer, Wynn Resorts CEO Craig Billings described Al Marjan as “the best development project in the industry.” He noted that analysts estimate annual gaming revenue between $5 billion and $8 billion, pointing out that the Las Vegas Strip generates just over $6 billion—underscoring the scale of the opportunity.
Billings also highlighted Wynn’s 2025 purchase of Crown London, an elite casino in Mayfair, as a strategic move. While modest in cost, the acquisition provides access to a database of wealthy UK players who may be drawn to the UAE resort.
The Arabian Post reported that Wynn has already secured land for a possible second integrated resort in Ras Al Khaimah, signaling its long-term commitment to expanding both gaming and hospitality in the country. Meanwhile, competitors are taking notice: MGM Resorts CEO Bill Hornbuckle revealed plans for a resort in Abu Dhabi, though its gaming licence is still under review.
